To pass a PCS move-out inspection, get the official move-out sheet from your housing office first, then clean after the movers have packed everything and before your final inspection. Inspectors focus on the same places every time: the oven and range hood, the refrigerator, bathroom scale and grout, baseboards, cabinets, and floors. The checklist below covers all of them, room by room.

Every installation and housing company uses its own checklist, and standards change. Treat this guide as a starting point and the sheet from your housing office as the final word.

Before You Start: Three Things to Do First

1. Get the move-out sheet

Ask your housing office (or your landlord, if you rent off base) for the written move-out or cleaning checklist. It tells you exactly what will be inspected and what you could be charged for. Many housing offices also offer a pre-move-out walkthrough, where someone shows you what they will look for. Take it if it is offered.

2. Ask about repairs and charges

Ask whether routine maintenance needs to be reported before you move, and what counts as normal wear versus damage. Small items, like a missing outlet cover or a burned-out bulb, are often cheaper to fix yourself than to be billed for.

3. Schedule the inspection last

Book your final inspection for after your household goods are packed and after the cleaning is done. Cleaning around boxes and furniture means doing it twice, and nobody has time for that during a PCS.

The Room-by-Room Checklist

Kitchen (where most points are lost)

  • Oven interior, racks, door glass, and the drawer underneath, free of grease and burnt-on food
  • Stovetop, burner grates or drip pans, knobs, and the area under a lift-up cooktop
  • Range hood and filter degreased
  • Refrigerator and freezer emptied, shelves and drawers washed, inside and outside wiped, gaskets cleaned
  • Dishwasher interior, door edges, and filter
  • Microwave inside and out
  • Cabinets and drawers wiped inside and out, including the tops of upper cabinets
  • Countertops, backsplash, and sink scrubbed, faucet polished
  • Floor swept and mopped, including under the refrigerator and stove if they can be moved

Bathrooms

  • Shower, tub, and tile free of soap scum and hard-water scale, grout scrubbed
  • Toilet cleaned inside, outside, and around the base and bolts
  • Sink, vanity, cabinet interior, and mirror cleaned
  • Exhaust fan cover dusted
  • Floor and baseboards washed

Bedrooms and living areas

  • Closets emptied, shelves and rods wiped
  • Baseboards, door frames, and doors wiped down
  • Light switches, outlet covers, and door handles cleaned
  • Window sills, tracks, and blinds dusted
  • Wall scuffs spot-cleaned, using gentle products that will not remove paint
  • Carpets vacuumed, including the edges along the walls, and hard floors mopped

Whole house

  • Light fixtures and ceiling fan blades dusted
  • Air vents and return grilles dusted
  • Every room completely empty: no left-behind items, trash, or hangers
  • Garage, porch, and storage areas swept and emptied, if your unit has them

Mistakes That Cost Service Members Money

  • Cleaning too early. Cleaning before the movers come means a second round of cleaning after they leave.
  • Skipping the oven. Ovens are the most commonly flagged item and among the hardest to get clean in an afternoon.
  • Forgetting the tops. Inspectors run a hand along the tops of cabinets, door frames, and refrigerators.
  • Using harsh products on walls. Scrubbing too hard can remove paint and turn a cleaning note into a damage charge.
  • No proof. Take photos of every room when you finish, so you have a record if a charge is disputed.

Renting Off Base in Jacksonville?

The same checklist works for off-base rentals in Jacksonville, Sneads Ferry, Hubert, and the rest of Onslow County. Your lease and the landlord's move-out list decide what is required. Read both before you start, and do a final walkthrough with the landlord or property manager if they allow it.

When It Makes Sense to Hire It Out

A PCS move-out clean usually takes a full day or more for one person, and that day lands in the busiest week of the move. If you would rather spend it on out-processing, the drive, or your family, a professional crew can handle it in one visit.

Beauty & Muscle is co-owned by an 8-year U.S. Army veteran, so we know how tight a PCS timeline gets. Our move-out cleaning works from your housing office's checklist, covers the heavy items above, and is scheduled between the movers and your inspection. Landlords and property managers turning over units can also use our property turnover cleaning. We serve Jacksonville and the rest of Onslow County.

The Bottom Line

Get the official checklist, clean after packing and before the inspection, and give the kitchen and bathrooms the most time. If you want it handled, request a free quote and tell us your inspection date.
